Greene County’s Cementon Rebirth Plan - Invest in Greene

Greene County’s Cementon Rebirth Plan

The products of Cementon have been used to build infrastructure from Albany to New York and beyond. Production in Cementon created good-paying jobs contributing to the prosperity of Greene County. Over the years, those products have diminished, along with the jobs. It’s time to work together to create a comprehensive plan to best address Cementon’s underutilization  to attract new businesses.

Greene County Economic Development Corporation Announces Public Meeting & Comment Period for Cementon Rebirth Plan

Greene County announces that a public meeting will be held regarding the Cementon Rebirth Plan on Monday, May 4, 2026, from 5:30 – 7:00 pm at the Robert C. Antonelli Senior Center, located at 15 Academy Street, Catskill, NY 12414.

During its regular session on Wednesday, April 15, 2026, the Greene County Legislature passed Resolution 158-26, issuing a Positive Declaration for the Cementon Redevelopment Area Project. This action initiates the development of a Generic Environmental Impact Statement (GEIS) for a conceptual redevelopment plan.

As part of this process, Greene County will host an informational open house to gather community input for the preparation of a scoping document for the GEIS. This document will help identify potential land uses, funding opportunities, and regulatory considerations for the redevelopment area identified for the Town of Catskill—east of the New York State Thruway corridor, south of the Village of Catskill, and north of NYS Route 23A.

Residents, property owners, and other interested parties are strongly encouraged to attend and participate.

Public input will be accepted at the open house and comments can be submitted until through Monday, May 11, 2026. Comments following the open house may also be submitted via email to vkeyser@greenecountyny.gov.

Following the public input period and based on prior research, Greene County will prepare the scoping document and make it available on the County’s websites:

Greene County will accept comments from involved and interested agencies, as well as the public, for a minimum of 30 days following the circulation of the Positive Declaration and draft GEIS scoping document.

We KNOW What We Know:

  • New York is positioned to become one of the country’s leading manufacturers of technology components.
  • Access to power and water are critical to these manufacturers.
  • Successful high-tech manufacturers attract workers with good pay, and work-life balance in areas where those workers and their families find affordable housing, recreational opportunities, and good public schools.
  • High-tech employers increase the population of their communities, increasing local business sales as well as the municipal tax base.

We DON’T KNOW What We Don’t Know

We need to create a public-private partnership to determine the best way forward for Greene County, with input from:

  • Community members & local businesses.
  • Property owners.
  • Experts in development, site selection, manufacturing and the environment.
  • Experts in transportation, energy, infrastructure, and housing.
  • Experts in community development, education and recreation.

Together we will produce a comprehensive plan that identifies all of the opportunities and challenges involved in setting up this property for development. In other words, a roadmap for the rebirth of Cementon.

Goal

To better understand the development capacity of the underutilized parcels in the area known as Cementon/Alsen/Smith’s Landing.

Opportunity

  • Advantageous geographic location with tri-modal access.
  • Shortage of large-scale mega sites throughout NYS.
  • Approachable site owners.

Environmental

  • Sophisticated land owners with track record of compliance w/DEC & EPA.
  • Recognition of the environmental sensitives existing in this corridor.
  • Unprecedented availability of assessment and cleanup resources.

Scope of Project

  • Understanding limitations of development while giving stakeholders a seat at the table to help guide the master planning process that best serves their respective cohorts.
  • Fact finding campaign with developable end-uses which brings value to the community.
  • Beginning process of courting companies that are aligned with our goals and vision.

Vision

  • A comprehensive and complete final generic environmental impact statement that identifies viable land uses in the catchment areas with a focus on diversified and organic job creation.
  • Expanded tax revenue opportunities.
